An airline in possession of a foreign Air Operator’s Certificate and Operating Licence operating domestic scheduled or programmed charter services to/from Helsinki- Vantaa airport.The costs accrued from daily activities will be borne by the members as follows: Ilmailulaitos - Finavia 45 %, and the airlines together 55 % so that the maximum cost share of any single member must be below 49 % and minimum 3 %. The costs of airlines are based on the number of passenger carried by the member airline previous year. Funding in the year 2008:Finavia 45 %, Finnair Oyj 43 %, Blue1Oy 9 %, Finncomm Airlines 3 % and Air Finland 3 % of the total costs.SCORE
France (FR)COHOR, Airport coordination, Francequalite@cohor.orgNon-Profit association of 13 carriers (Aigle Azur, Air Caraibes, Air France, Airlinair, Britair, Air Corsica, Corsair, Europe Airpost, Regional, Openskies, Transavia, XL Airways, Air Méditerranée) and 3 airport managing bodies (Aéroports de Paris, Aéroport de Lyon, Aéroport de Nice). All EU carrier can become a member of COHOR. The Board is composed of 9 members, 6 from airlines and 3 from airports. Each member has one single vote. The Managing Director (and at the same time Head of Coordination) is specifically appointed to perform airport coordination and slot monitoring duties with his team, independently from the Board.The costs are mainly covered by the membership fees paid by COHOR's members. Airport managing bodies and airlines cover 50% each of the total cost. Among the airports, the cost is shared according to the total number of movements. Among the airlines, 1/3 of their contribution is equally shared, the remainder is covered according to the total number of slots each member holds at all of the airports managed by COHOR.Budget for fiscal year 01 APR 2012-31 MAR 2013: 1.48M€SLOTIX - The Slot Coordination tool was designed by COHOR and developed by a software company, Cambridge On Line. COHOR owns the IPR of the software. COHOR also developed a web application for General and Business Aviation slot requests mainly being used by Ground Handling agents at French coordinated airports and authorized operators.
Germany (DE)FHKD, Airport Coordination Germanyarmin.obert@fhkd.orgORGANISATION/OWNERSHIP/MEMBERSHIP AND LEGAL STATUS Germany has appointed a natural person (Mr. Armin Obert) as the Airport Coordinator of the Federal Republic of Germany (APCG) according to Article 4 of EU Regulation 95/93. The final responsibilities for all duties lie with the Appointed Airport Coordinator. The Airport Coordinator reports to the German Federal Ministry of Transport and is subject to legal supervision. The Airport Coordinator may recruit staff members from German airlines or other suitable sources. APCG is funded jointly by the German airlines who have formed a non-profit organisation for its task. The non-profit organisation has given guarantees for the necessary funding towards APCG and the German Federal Ministry of Transport. A committee, consisting of members of the non-profit organisation, acts as the Financial Committee of a supervisory board. The final responsibility of the fundings lies with the Federal Ministry of Transport for reasons of neutrality. APCG's annual turnover is EURO 3,3 Mio. APCG is using SAMS (Slot Allocation and Monitoring System), which has gone operational by April, 2002. The system was developed and is run by the German software-house T-Systems. SAMS includes a sophisticated online coordination tool since 2005.
Greece (GR)HELLENIC SLOT COORDINATION AUTHORITYesagos-hsca@athensairport.grHSCA is an independent organization which performs slot allocation according the IATA WSG and EEC Regulation 95/93 as amended by Regulation 793/2004.HSCA uses Visual-Slot. This application works under Windows XP and has been used to coordinate Athens Intl Airport as also all other Greek Airports since the Athens O.G. 2004.

The Hungarian Act XCVII of 1995 on Aviation appoints HungaroControl to perform the tasks of airport coordination and schedules facilitation.HungaroControl’s activity is financed through collecting air navigation charges. No revenue is derived directly from the coordination/facilitation services provided, as presently charges have to be paid neither by the airlines operating to Hungary, nor by Budapest Airport Plc. The costs of coordination are paid 50% by the airport and 50% by Irish air carriers. Warsaw Chopin (WAW) coordination is on appointment by the President of Civil Aviation in Poland following an open tender process. The costs of coordination are paid 50% by the airport and 50% by all air carriers operating at WAW. Toronto City Airport is coordinated on behalf of the Toronto Port Authority.SCORE

SACN has a Supervisory Board consisting of representatives of 4 participating home-carriers and of 3 airports, with a rotating chairmanship. SACN is being funded by home-carriers (2/3) and by Amsterdam Airport Schiphol (1/3). Eindhoven Airport and Rotterdam The Hague Airport pay a fixed fee per slot allocated. Portugal (PT)ANA- Aeroportos de Portugalidcysneiros@ana.ptANA Aeroportos de Portugal, SA is a state owned company in charge of the management, operation and development of the Lisbon, Oporto, Faro, Ponta Delgada, Santa Maria, Horta and Flores airports, which represented in 2011 a total of 30.088.766 passengers and a turnover of 424.909 million Euro. By Decree Law 109/2008 of 26th June, ANA, Aeroportos de Portugal, S.A., was appointed as the national coordinating and facilitating body for the slot allocation process for which this company has an autonomous structure.The provision of the service of slot coordination will be supported by the creation of a fee, charged together with the landing and take-off taxes, which shall cover operating costs, predicted future investments and financial costs including a margin of reasonability. In this way, the financing of the service of slot coordination is supported 50% by the managing bodies of the coordinated or schedules facilitated airports and the remaining 50% by the aforementioned tax to be paid by all the air carriers or operators which operate in the coordinated and schedules facilitated airports.SCORE
Spain (ES)AENA, Aeropuertos Españoles y Navegación Aéreaimonasterio@aena.esAena is a state owned company that has been entrusted by law the construction, operation and management of the Spanish airports, the management and administration of the air traffic services and the provision of slot co-ordination services . Aena is therefore the coordinator as a legal person.Aena does not depend of the State budget but is self-financed through airport and air navigation charges and commercial revenue derived from its services. Aena can also borrow from banks to cover its investments.
